NCBAA Staff

A dedicated, well-trained staff works daily to ensure the North Carolina Bail Agents Association (NCBAA) runs smoothly. The staff is responsible for organizing, planning and executing bail pre-licensing and continuing education classes as well as the day-to-day business of the association.

 

NCBAA staff provides bail agents across North Carolina with professional support and collaboration. It prides itself on have a dedicated and knowledgeable staff to answer questions, provide information and support bail agent’s needs.

Jarret B Burr

Operations & Advocacy

Jarret is responsible for the association’s general operations, strategic planning and lobbying/marketing efforts, among other duties. He is the founder and manager of Burr Capitol Consulting, which was opened in 2017 with a primary mission of government relations. Jarret is a native of Stanly County where he still maintains both his surety and runners bail bonding licenses. As a third-generation North Carolina bail bondsmen and bail bonding expert, he provides the association with the skills and resources to protect, preserve, promote and improve the bail bonding industry our livelihood as bail agents.

Prior to founding Burr Capitol Consulting, Jarret was the Assistant Legislative Director for the North Carolina Department of Public Safety (DPS). In addition to his legislative work for DPS, he played instrumental roles in the planning and implementation process of numerous state-wide initiatives and projects. He also has extensive experience in the political arena. He attended the University of North Carolina at Charlotte, where he earned his Bachelor of Arts degree with majors in Criminal Justice and Political Science and a minor in American Studies.

Doug Cozart

Lead Instructor and Advisor

Doug has been with the NCBAA since its inception in 1992. Through his tremendous sacrifices, Doug, a bondsmen himself, has dedicated decades to establishing and advancing NCBAA's mission. He was a key leader in the establishment of the state’s bail bonding licensing process and educational requirements. Due to his expertise in bail bonding and pre-licensing education, the state relied on his assistance and support in the establishment, additions and changes made to the state’s bail bonding exam. Doug currently leads the association's pre-licensing educational program while also serving as an advisor to the NCBAA Board of Directors.

Steven A. McCloskey

General Counsel

Steven serves as the General Counsel for the NCBAA. He advises the board on legal issues relating to the bail bonding process. Steven also assists with drafting legislation that will benefit the members of the NCBAA. Over the years, his expertise and skillfulness have resulted in the drafting and passage of many laws that have all benefited bail bondsmen throughout North Carolina. Some of those accomplishments can be view on the NCBAA Legislative Page. Steven has practiced bond forfeiture law since 2004. Originally, he represented a school board in the Piedmont Triad. However, since 2005, he has represented bail agents, bondsmen and sureties at their hearings on motions to set aside forfeiture and motions to remit.
